Supranational programme of developing management competences of the junior managers in public administration sector

The project was financed within the Financial Framework of European Social Fund Operational Program POWER (Knowledge – Education – Development), Priority IV. Social Innovation and International Co-operation, Action 4.2 International Mobility.

Project objective

The main objective of the project was to increase the administrative capacity and cooperation of the government administration with executive agencies and external partners for better efficiency in achieving strategic goals by shaping civil servants’ leadership and management skills in order to improve the quality of management and building an internal public sector network facilitating cooperation and dissemination of best practices.

Beneficiaries

The project was addressed to government administration institutions (ministries, central offices, voivodeship offices and subordinate units). The participants were representatives of the middle-level management staff in public administration institutions, i.e., heads or deputy heads of departments, team leaders. The middle management, being the link between specialists and the top officials, is crucial for the efficiency of the operation process in public administration. Participants were expected to demonstrate:

  • openness to new competences,
  • willingness to improve their deficit areas,
  • the ability to build a coalition around their ideas,
  • creative / non-standard approach to problem solving,
  • ability to learn, including learning from one's own mistakes and using the experience of other participants.

The project has been implemented in cooperation with the Hungarian University of Public Service (UPS) and Finnish Institute of Public Management Ltd. (HAUS).

Description

The training programme included 6 cycles conducted in the following formula:

  • Development Center pre-session
  • Introductory workshop on team building
  • Foreign session organized with international partners (two 5-day sessions), Finnish Institute of Public Management Ltd (HAUS) and National University of Public Service (NUPS), Hungary
  • Sessions in Poland (10 days of classes - five 2-day sessions),
  • Development Center post-session,
  • Summary peer learning workshop,
  • Additional individual feedback coaching sessions for participants (one hour for each participant after a pre and post DC session).

The learning programme included in total 220 hours of classes focusing on the development of competences in the following areas:

  • team building,
  • integral self-management,
  • internal and external communication,
  • motivating and inspiring employees,
  • leadership,

and raising the level of knowledge in the field of:

  • project management,
  • ethics.

At the beginning of the training, each participant underwent a Development Center study in the form of a preliminary validation of competences in order to determine in detail the initial level of competence; at the end of the training, a second Development Center study was conducted - validation of competences, which allowed to determine the qualitative effect of the training.

The project included the transnational mobility phase implemented in transnational cooperation with partners institutions, which allowed participants to:

  • acquire skills and develop competences in an international environment,
  • get acquainted with the best foreign practices in modern management in a public organisation using new solutions and tools technological and business experiences,
  • use expert and scientific resources as well as practical solutions used by the partner in the training of modern human resource management

Results

The project has been implemented from February 2019 until September 2023. During the four editions of the project, 136 middle-level and senior managers (7 groups in total) from the central public administration have sucessfuly completed the training.
