Project purpose

The purpose of this project was to support the implementation of the new Civil Service Law and the new General Law on Administrative Procedures in the Republic of Albania. 

Beneficiaries

The beneficiaries of the project were the Department of Public Administration of the Republic of Albania (DoPA) and the Prime Minister’s Office.

KSAP realised the project as a co-partner in consortium with Ecole Nationale d’Administration (ENA, France) – leading partner and Scuola Nazionale dell’Amministrazione (Italy). 

Description

The project consisted of three parts:

Component I was dedicated to the Implementation of the Civil Service Law and embraced the following activities: 

  • Supporting the process of adapting and translating secondary legislation and practices to the new primary legal framework. 
  • Conducting awareness raising activities and establish an information desk at Department of Public Administration (DoPA) on civil service-related issues both to acquaint the civil servants on the new legal framework and also to disseminate ideas on civil service development and public service values. 
  • Developing and drafting commentaries and other explanatory materials for the New Civil Service law. 

Component II was dedicated to the Implementation of the Law on Administrative Procedures and consisted on: 

  • Conducting awareness raising activities and establish an information desk at DoPA on administrative procedures and decision-making related issues to acquaint both the public, including business community and other civil society organizations, and the civil servants on the new legal framework. 
  • Carrying out an analytical survey on the use of delegation of decision-making powers within the administrative hierarchy. 

Component III related to the Strengthening the capacities of Civil Service and was dedicated to: 

  • Developing training modules, books and materials for civil servants on the subject matters which may be relevant to the sound implementation of the new legislation. 
  • Producing detailed training programs for the Albanian School of Public Administration, ASPA’s experts and facilitators. 
  • Piloting and conducting training programmes for public servants in terms of their responsibilities according to new legal provisions. 

Results

The project was first implemented in September 2014 and completed in September 2016.

The cooperation within this project covered the participation of the delegation of Polish short-term experts in the framework of the project activities enlisted in the project implementation schedule, in order to conduct the activities of the components. 

In the frame of this project, KSAP performed the following tasks: 

  • providing five short-term experts, 
  • organising expert missions in Albania (logistic, administrative and financial management): 49 working days in total, 
  • coordination of the co-work of Polish experts, 
  • supervision of the joint substantive input of the Polish experts, providing relevant materials and input of foreign experts.
