Technical assistance to Montenegro in support of public services provision and human resources management ‘EU4PAR’

The project is financed from the general budget of the European Union and the European Development Fund (EDF).

Project purpose

The overall objective is to assist the Government of Montenegro, and in particular the Ministry of Public Administration to effectively and efficiently implement the PAR strategy 2022-2026 and its Action Plan. The focus will be on supporting public authorities in providing high quality services to citizens and businesses, including their simplification and digitization, as well as on supporting the establishment of a Human Resources planning and management system based on identified needs, de-politicization and merit based recruitment procedure

Beneficiaries

The programme beneficiaries Government of Montenegro, Ministry of Public Administration and indirectly whole public administration of the Montenegro Republic. Indirect beneficiaries of the project are citizens of Montenegro, who shall benefit from the innovative solutions applied in the public sector.

Description

The project is implemented in cooperation with:

  • KPMG SERBIA in Beograd (leading partner)
  • Institute of Public Administration of Bulgaria

The scope of activities implemented in the project includes:

a comprehensive diagnosis of the current state of the public sector in Montenegro in the areas covered by the project
transition of knowledge and expertise from international experts especially in the area of the public administration human resources management, digitization and increasing the quality of public services

Results

The  expected results of the project to be fully delivered in 2027 is to support strengthening Montenegro public administration capacity in terms of the implementation of public administration reform through:

  • Introducing an efficient, Efficient Human Resources planning system
  • Improvement of the recruitment procedures (including further HRM digitalization)
  • Increasing the quality of services (including e-services) provided to citizens and businesses in by public authorities at both central and local level.
