The program is financed by the Polish Aid Programme of the Ministry of Foreign Affairs of the Republic of Poland.

Project purpose

The purpose of the project is to create the necessary conditions to accelerate political association and further economic integration between the European Union and interested partner countries. The programme aims at strengthening government administration and developing professional, modern and democratic civil service in the Eastern Partnership countries, i.e., Armenia, Azerbaijan, Belarus, Georgia, Moldova and Ukraine.

Beneficiaries

The project is primarily addressed to the civil servants employed in the state administration of the Eastern Partnership countries : Armenia, Azerbaijan, Belarus, Geaorgia, Moldova and Ukraine. As the project is a joint initiative of National School of Public Administration (KSAP), the Ministry of Foreign Affairs of the Republic of Poland and selected public administration institutions in Poland as substantive partners, they also are invited to participate in the program.

Description

The Eastern Partnership Academy of Public Administration project came into existence during the Polish presidency of the EU Council. This initiative was reflected in the final declaration adopted at the Eastern Partnership Summit in Warsaw on 30 September 2011. The project was created and launched the same year by the Lech Kaczyński National School of Public Administration (KSAP) in cooperation with the Ministry of Foreign Affairs of the Republic of Poland.

From its start in 2011, the Academy has already been delievered in 13 editions offering specialized training modules tailored to fit the needs of public administration and providing substantive knowledge and skills to 783 public servants from the Eastern Partnership countries.

The idea of training bases on sharing good practices of Polish public administration by organizing specialized training modules for officials from Eastern Partnership countries.  Seminars, delivered by experienced experts and practitioners, have been carried out in the form of lectures, training sessions and study visits to offices.

Recruitment for trainings is conducted by Polish diplomatic missions accredited in the EaP countries among civil servants, who deal professionally with the topics of trainings conducted.

The program has covered trainings on the following thematic modules: public-private partnership, social communication, dignity management by values, public finance system, management in public administration (including project management), local government reform, EU negotiations, integration and cooperation, preventing corruption, implementation of DCFTA, internships in civil service.

Over the period of 2011–2023 of implementation of the project – 48 training modules have been organized for 783 officials from the Eastern Partnership countries:
